Allocate certificate templates against certificate types

Just echoing the thoughts in the linked thread - when creating a certificate template, you should be able to assign it to a certificate type.
Currently if you select Completed Qualification, if the enrolment does not meet the packaging rules (ie. number of units/electives, core units, etc), you cannot issue a certificate. This is great, but...
By selecting Statement of Attainment, you can still select the template for the certificate for completing a full qualification (ie. a testamur). This will allow a staff member to force out a certificate/testamur that doesn't meet the packaging rules (even if withing aXc data it is only recorded as a SoA).

I'll be submitting this request to our product team, as it seems like a logical usability improvement that may have been missed during the early adoption of the Ideas forum.
